This is false. If you are projected to get the 8th overall pick and you don't have the eighth pick, then YES you are automatically in the top 3. Its how the draft works. They draw for the top three, then the rest go in order of worst records. So say you are projected to get the #4 pick, then yes, you can get potentially #1, #2, #3, #4, #5, #6, or #7.. but if you are projected to get the #10 pick you can ONLY get #1, #2, #3, #10, #11, #12, or #13. Its how the draft works. It makes total sense
