From the Trail Blazers Twitter account:
RT @CHold: according to Neil Olshey, the Trail Blazers will decline options on Babbitt, Smith and Williams.
    From Casey:
Olshey also says the team received an injury exception re: Elliot Williams, though it only pertains to financials, not roster.
    From Jason Quick:
Decisions to decline options motivated by cap flexibility, Olshey says. He figures Blazers will have between 11 and 13 million in summer

    Good moves by the Blazers.

Sad to see Babbitt get traded (most likely option), but I think he'll flourish in a few more years.

If the Trail Blazers have upwards of $13 million in cap space next summer, here's a list of players they could be targeting: 2013 Free Agent List

Josh Smith, Paul Millsap, Tyreke Evans, Dwight Howard, Andrew Bynum, and Al Jefferson are the guys I immediately look at. I feel like Aldridge could play alongside either of those bigs and still think there's something extra left in Evans.

Im just not high on Evans DHawes22. Josh Smith makes sense if Batum can man the sg position. That would give us a solid bench of Wesley and Price in the back-court. If they're still around that is. Jefferson i think we could probably get for the Vet Minimum. Am i wrong ? Would be nice to have him mentoring Leonard for a couple of years. Bynum ? Wow ! Next to Aldridge, phenominal frontcourt.
    Lillard/Price
    Matthews/Barton
    Batum/Claver
    Aldridge/Hickson
    Bynum/Leonard

Finally we do something right. Although, I wish Williams would have at least stayed healthy enough to see if he was a bust or not.

I sure would hate for Elliott to become Greg Odens mini me. Im starting to think the word potential means injury. Id love to move Babbitt and Smith for a few picks. Question guys: Scott Machado, does Houston own this kid or what ?

Looks like Neil changed his mind about Elliot. Probably for the best. This was a smart move and I see us packaging Smith and Babbit in a trade. Utah is dangling Millsap and Jefferson to try and acquire shooters which they are weak in. Jefferson is due 15 mil this year though and that's a chunk of change. Josh Smith is a guy I'm interested in pursuing here. Lot of people want tyreke evans but I don't care for the guy and he's not a Team type player. Anyway, we know where we stand going into the season and we know Barton and Claver have replaced Babbit and Smith in the rotation

We can still bring Elliot back and probably for cheaper than his rookie deal. Just because we decline their options doesn't mean they won't be Trail Blazers next fall.

I agree with this decisions. Nolan Smith and Elliot Williams were two first round picks we drafted :(
Babbit i thought had potential to be a nice spark but I think we could do better.

I dont think these guys will be on our roster by next season...i think there is much better options...

Excited about our cap room next year.  Would love to see Josh Smith here but I think he would go to a bigger city or stay in ATL. Bynum would be GREAT for us... would push to a top 5 team in the West.

Big Al would be nice.  Tyreke, Mayo and Derozan, TAllen would be some players I give a hard look at.

Right now we need a way to bring Hickson and/or Wesely to the bench. That would give us a great bench to compliment Batum, Aldridge, Lillard, and who ever we replace JJ and Wes with.

Since I dont think Nolan, Babbit, Elliot will be on the team, I think we shuld bring in a third PG....we never really had a third PG

Since Harden got traded , OKC will probably resign Eric Maynor. But I think he would be a nice pick up for cheap. Jarret Jack, Devin Harris, might be good.

I don't know, Siccolo. With what Wesley's already shown just in the preseason, I think he needs to stay in the line-up. I do think we need a spark from the bench (precisely why I think Nolan and Luke won't be back), but I don't think we need to compromise our starting lineup just to create instant-offense bench guys. Every one of our starters is capable of scoring double digits every night. We want that; we just need our bench to score double digits.... collectively. Something they didn't do in the last Utah game.

More FA money is good for this team. Or sign-and-trade possibilities. We could sign young guys to cheap contracts and make them VERY attractive trade pieces next summer.

I want to bring Jarrett back as well. I think he'd be a great back-up to Damian at the point guard position.

Bring back the Rhino next season!! I like Ronnie Price as our second option at point and I think Sasha will prove to be a reliable guy at the 2-3

YEah Wesely is working really well int he starting lineeup

Still do feel we should find a spark of the bench.

Jarrett Jack is solid. Hated we got rid of him. Id like us to go after Wilson Chandler to be our sixth man.

If Babbitt played defense he might be allowed the court but hid defense is far too weak.

What do you guys think about picking up Eddie Curry ? Dallas just cut him and he might be a servicable big to play alongside L.A.. Then we can have JJ spark the second unit.

ECurry impressed me alot.. his offense his great. Defense is a big problem with him though. I would like to bring him in tho, maybe teach our bigs some post moves

I bet we could get him into the best shape of his life here in the Rose City. Like JJ, i believe Curry just needs a place where he feels he truly belongs. New York and Chi-Town didnt bring the best out of him. He was a bench ornament in Miami. Here, he'll get an opportunity to run, run, run, and run some more. And thats just in practice. Can you imagine if he was in our training camp ? Stotts would have run him down to 260 lbs..

There's a reason Curry doesn't stick. He has a really bad work ethic and can't stay in shape. The Mavs need bigs more than we do and let him go. I'd rather let Leonard and Freeland get the minutes. If it were Al Jefferson, I'd like him here but Curry has been a bust his whole career. He had a fair opening night against the Lakers but it's an 82 game season

I would rather get through this season, and see what there is at the end. So many things can change in one season that it's really hard to pick who would be best for this team. I think it takes a couple years until you can really figure out the one "piece to the puzzle" that would make that golden season! Just because they are great players, does not mean they would play great together.

On the list provided on that website, I'm high on Patty Mills (PG) and Ronny Turiaf (C) for the team to utilize off the bench. Someone in this thread mentioned Scott Machado. The team might as well bring in the Greeks we acquired from New York this off-season. Then the team should re-sign J.J. Hickson. The remaining money, I don't know, maybe you fill in the blanks :)
